Duties
Incumbent of this position will take the lead role in the management of Defense POW/MIA Accounting Agency (DPAA) administrative programs in support of joint US/Vietnam recovery and investigation operations in Vietnam. His/her work will focus on three main areas of responsibility: 1) Visa Program Management: The coordination and processing of over 700 visa requests for DPAA personnel and teams annually. 2) Flight Management: The coordination and processing of over flight and landing authorizations for US Military Aircraft in support of DPAA operations. 3) Administrative management and planning: Develops travel budget formulations, plans and arranges hotel, commercial flight ticketing and transportation requirements for DPAA personnel throughout Vietnam. The position will supervise 1 Program Assistant, 1 Dispatcher and 3 Chauffeurs.

EXPERIENCE:
A minimum of three years of administrative or office management work is required.
JOB KNOWLEDGE: Must have:
In-depth knowledge of DPAA's mission to investigate and recover individuals unaccounted for from the Vietnam Conflict. This should include a standard knowledge of the workings of our Vietnamese counterparts, the Vietnamese Office for Seeking Missing Persons (VNOSMP) and its composition of Vietnamese government specialist from the Ministry of Foreign Affairs, Ministry of National Defense and Ministry of Public Security.
A detailed knowledge of aircraft over flight and landing clearance procedures for Vietnam, both commercial aircraft procedures as well as military aircraft procedures.
A detailed knowledge of the Civil Aviation Authority of Vietnam (CAAV), the Vietnamese Ministry of National Defense Flight Operations Control Department, Air Defense-Air Force Command and Vietnam Airport Authority processes and regulations for overflight and landing clearances and airport logistics for foreign aircraft in Vietnam.
A sound knowledge of all hotels, guest houses throughout Vietnam's cities and provinces, keep abreast of all rates, number of rooms, peak and low seasons for operation.
A sound knowledge of International Civil Aviation Organization flight routes for the Pacific, Australasia region. Incumbent must possess a clear understanding of DOD flight route maps, ICAO routing codes and standards, flight levels and Zulu times utilized for the request of all military aircraft over flights and landings of Vietnam.

Fluency in Speaking/Reading/Writing English is required. (This will be tested.)
Fluency in Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES:
Computer Skills: Word, Windows, Power Point, Excel.
Incumbent has considerable latitude in the planning, execution and management of the DPAA administrative programs for Vietnam. Ability to adapt to constantly changing work parameters, anticipating new requirements. Must possess excellent management and analytical skills. Incumbent must have the ability to work under pressure with quick results and responses to all administrative issues as they arise. Must be able to work independently without direct supervision. Must possess a high level of resourcefulness and initiative when dealing with all contacts at various Vietnamese Government including defense offices.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
